Gansu is a key component of the national ecological security strategy pattern of "two screens three belts" and "three-belt" ecological security strategy. Since the "14th Five-Year Plan", Gansu Province has written an inkling chapter in the country's major strategy to promote ecological protection and high-quality development of Yellow River Basin.
In Gannan grassland, through the implementation of the integrated conservation and restoration project, natural grassland grassland grassland yield and the height of grasslands reached a 10-year peak. This governance model, mainly based on nature restoration, complemented by artificial restoration, provides a new paradigm for fragile ecosystem repair.
With the establishment of a smart Yellow River monitoring network, 19 automatic water quality monitoring stations and 251 intelligent monitoring devices were built in Lanzhou section of Yellow River, forming a three-dimensional grid regulatory system for real-time monitoring, alarm traceability and reality. Through the promotion of collaborative watershed governance, Gansu and Qinghai established cross-provincial ecological compensation mechanism with Qinghai, Sichuan and Ningxia.
With the development of “Green Water Qingshan is Golden Mountain Silver Mountain” concept, Gansu explores ecological industrialization and new road of industrial ecology. Cultural and tourism integration activates Yellow River culture, relying on resources such as the Three Gorges of Yellow River, Yellow River style line and other resources to create a new landmark for cultural tourism. Innovative ecological product value realization mechanism, Lanzhou New District Innovation launched the "Silk Road Carbon Ticket" financing vehicle, 17 projects received a climate investment finance award of 12.5 billion yuan.
Gansu's exploration proves that ecological priority is not development constraints, but transformation opportunities; green inputs are not consumption costs, but long-term investment; upstream protection is not sacrifice development, but reinvent the logic of development.
At the same time, we should also soberly recognize that Gansu is still facing multiple challenges such as environmental protection and high-quality development of the Yellow River Basin. In the future, we need to crack structural contradictions with systematic ideas, activate ecological resource values through institutional innovation, and achieve greater breakthroughs in ecological governance synergy, modernization of governance system, marketization of factor allocation, and autonomous technological innovation.
