Article 1 Exhibition Management Section is a specific undertaking department for the collection of cultural relics. It undertakes the collection, selection and solicitation of cultural relics, donations, and transfers, etc. to accumulate supplementary collections for the collection, display and scientific research;

Article 2 The collection of cultural relics follows the open and broad principle. Where all sources are legal, suitable for national collections can be entered into the process of solicitation of artifacts.

Article 4 The scope of solicitation of artifacts, mainly includes:

(a) Remedy of important artifacts in the collection system.

(2) Precious artifacts of higher historical, artistic and scientific value, including:

1. Relevant cultural, political, economic, military, cultural and major events in the Yellow River Basin

2. Archaeological excavations reflecting the era, regions and cultural types of Yellow River Basin. Representative agricultural, handicraft production tools, finished products or commodities, as well as image materials related to production activities.

3. Important historical figures, including influential political figures, militarists, prominent thinkers, philosophers, educators, cultural personalities, scientists, craftsmen and religious figures.

4. Precious art and crafts at various times in the history of Yellow River Basin.

5. The Yellow River Basin reflects the typical cultural materials of production, lifestyle, customs, cultural traditions, religious beliefs and so on.

6. Important artifacts and information related to the development of our ancient society.

7.Antiquities and documents reflecting ancient Chinese and foreign cultural exchanges in the provinces of Yellow River Basin.

(C) Basic displays and special exhibitions are scarce precious artifacts.

(4) Artifacts necessary for other business activities.

Article 5 Identification of Artifacts

(a) by Zhan Chen Management Section according to the solicitation plan and clues, preliminary identification of the artifacts to be collected, preliminary determination of the authenticity, name, era, etc. of the artifacts must have relevant professional identification certificates and evaluation materials.

(b) the collection of precious artifacts and a large number of artifacts involving handover, transfer, exchange, etc. shall report to the director and will jointly identify with the museum's antiquities identification committee or invite experts (preferred to hire members of the National Antiquities Identification Committee).

Article 6 When you agree to the collection of artifacts after approval, you must use “Receipt for Collecting Antiquities at Shaanxi Yellow River Culture Museum Province” as a solicitation voucher.

(a) The voucher is provided by the staff of ZhanChen Management Department, fill in the lettering and clear.

(B) the opinion of the head of the department established by the certificate, approved by the director of the management section.

(3) The seller or donor of artifacts is filled out by the seller or donor.

(D) Three copies of the voucher, the first link is a stub for the management section, the second link is a receipt for the accounting department, and the third link is a seller or donor.

Article 7 Payment of Donation Bonuses

(1) The prize amount is mainly based on the level of preciousness, expert appraisal opinion, actual situation of the museum, combined with the will of donors and appropriate reference to market price. After full consultation, pay below market price as much as possible to save money.

(2) The collected artifacts are valuable and rare relics of the national level. After their collection, they will be important cultural property of the state and serve public welfare cultural causes. The amount given is below market price.

(3) The acquisition amount or prize amount is less than 3,000 yuan, determined by the solicitation staff; 3000 yuan to 5000 yuan decided by the department leadership, more than 5,000 yuan requested sub-directory and curator approval; 10,000 yuan requested the museum research decision.

Article 8 Recruiting personnel must strictly adhere to the national antiquities regulations and professional ethics, integrity, and strictly prohibit use of office for personal gain.

Article 9 Artefacts solicited shall be immediately deposited, properly kept, registered, and the original vouchers are aggregated and archived by year.
