Communiqué of the 4th Plenary Session of the 20th CPC Central Committee

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China will be held in Beijing on October 20-23, 2025.
The meeting was attended by 168 Central Committee members and 147 alternate Central Committee members. Members of the Standing Committee of the Central Disciplinary Inspection Commission and related parties were represented at the meeting.
The plenum was chaired by the Central Politburo.The General Secretary of the Central Committee, Xi Jinping, made an important speech.
The plenary heard and discussed Xi Jinping’s work report commissioned by the Politburo of the Central Political Bureau, and considered and adopted the “Recommendations of the CPC Central Committee on Developing the Fifteenth Five-Year Plan for National Economic and Social Development”.
The Plenary fully affirmed the work of the Politburo since the twenty-third plenum of the party. The Central Politburo is committed to implementing the spirit of the 20th and 20th Plenary Sessions of the Party. Celebrate the 80th anniversary of China's anti-Japanese war and world anti-fascist war victory.
China's economic strength, scientific and technological strength, comprehensive national force leaped to new steps, Chinese-style modernization took a new solid step, the second century striving goal of the new journey achieved a good start.
The "15th Five-Year" period is the key period for basic realization of socialist modernization, and has an important position to carry forward and post-start. During the "15th Five-Year" period, China's development environment faced profound complex changes in the "15th Five-Year" period, China's development environment was at a time when strategic opportunities and risk challenges coexisted, uncertain and unpredictable factors increased. The Plenary noted that economic and social development in the "15th Five-Year" period must follow the following principles, adhere to the comprehensive leadership of the party, adhere to people supremacy, adhere to high quality development, adhere to comprehensive deepening reform, adhere to effective markets and have for government integration, insist on integrated development and security.
The Plenary Session set out the main goals of economic and social development in the "15th Five-Year" period: high quality development achieved remarkable results, the level of self-reliance of science and technology greatly improved, further comprehensive deepening reform achieved new breakthroughs, social civilization significantly improved, the quality of life of the people continuously improved, the construction of beautiful China made new major progress, and the national security barrier strengthened.

The Plenary pointed out that in order to effectively grasp the livelihood security of people, multi-channel mining potential, strengthen steady employment efforts, promote stable employment for key groups, increase underpaid rectification efforts, strengthen basic public services, and solve the urgent distress problems of the masses.

The Plenary decided to add Zhang Seungmin as Vice Chairman of the CPC Central Military Commission.
In accordance with the provisions of the Party Chapter, the Plenary decided to recommend the alternate members of the Central Committee Yu Wen, Ma Hancheng, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xiuming and Lu Hong as members of the Central Committee.
The plenary considered and adopted the review report of the CPC Central Committee on Disciplinary Inspection on the issue of serious indiscipline violations by Tang Renjian, Jin Xiangjun, Li Shisong, Yang Fasen, Zhu Zhisong, Zhu Zhisong, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning, Zhang Fengzhong.
The Plenary Session called on all ethnic groups of the party to unite more closely around the center of the party with Comrade Xi Jinping as its core, and strive for basic socialist modernization.
