From the Qinghai-Tibet Plateau, the Yellow River runs for more than 5,400 kilometers in the land of Shenzhou, nourishing the splendid Chinese civilization.

After the implementation of the Yellow River Protection Law, Hou Jiaru, chief expert and professor of Chinese University of Political Science and Law, visited Henan, Shandong, Shanxi, Shaanxi, Inner Mongolia, Sichuan and other places to investigate.

"Since 2023, from central to local, the competent departments of the State Council and the Department of Public Prosecution Law, along with the Huang Jiu Province (District), have taken a series of new initiatives from legislation, law enforcement, justice and law-abiding.

Integrated protection

Hou Jiaru saw that for a year, along the Huang Jiu Province (District) insisted on putting the ecological protection and high-quality development of the Yellow River Basin in an important position to capture, ensure that the clear water of the Yellow River One River flows eastward.

Qinghai Province water conservancy, public security, courts and prosecutors jointly carry out special actions for water conservation in the Yellow River Qinghai Basin and special enforcement actions for river and lake safety protection.

Aba Tibetan and Qiang Autonomous Prefecture of Sichuan Province adopted measures such as "stone-throwing feet + Gebin mesh cage guard slopes", built 741 kilometers of Yellow River ecological protective belt and 122.5 kilometers of governance river.

Gansu increased the investment of special funds for ecological environment, totaling 3.437 billion yuan in the whole year.

Hou Jiaru said that the idea of "alongside yellow chess" along Huang Jiu Province has formed a welcome situation of "multi-goal synergy, multi-sector linkage, multi-industry linkage, multi-regional interaction and full element flow".

Long stay safe

In 2023, the Yellow River has a new application called “Digital Twin”. From flood evolution, disaster assessment, engineering risk prediction, to real-time monitoring of reservoir water volume, more and more scenarios are being applied to promote the overall improvement of water security capacity in the Yellow River Basin.

In 2023, Inner Mongolia launched the Yellow River "several words bend" to fight the battle, focusing on solving ecological problems such as sand and water in the region.

Mr. Hou Jiaru said that the Yellow River Protection Law Chapter stipulates water sand regulation and flood protection safety system, along with Huang Jiu Province (District), actively promote supporting system development.

Yellow River Culture

In order to protect the heritage and promote the culture of the Yellow River, the Yellow River Protection Act is stipulated in a special chapter.

There are 84 world-class material and intangible cultural heritage sites (points) in the Yellow River Basin, and 781 national cultural heritage sites (points), higher than the provincial and municipal average.

On October 27, 2023, the Shaanxi Yellow River Culture Museum opened. Hou Jiaru said that by establishing a museum to let cultural relics speak, let history speak, let culture speak, tell the story of the Yellow River and continue its veins are common features of museums along the Yellow River in various provinces (districts).

Hou Jiaru believes that local cultural heritage should be fully excavated along the Huang River.

High Quality Development

The upper and middle reaches of the Yellow River are underdeveloped areas, with obvious gaps compared to the eastern regions and Yangtze river basins.

On October 26, 2023, the Conference on Standardization of Ecological Protection and High Quality Development along the Yellow River Basin of Huangjiu Province (District) was held in Yuncheng City, Shanxi Province.

"Promoting the high-quality development of the Yellow River Basin is an important legislative purpose of the Yellow River Conservation Law.
