The 20th Fourth Plenary Session of the CPC Central Committee considered and adopted the proposal of the CPC Central Committee on Developing the Fifteenth Five-Year Plan for National Economic and Social Development. A series of major goal tasks and strategic deployments guide direction and inspire momentum.

On October 24, the party group of the National Antiquities Bureau held a meeting to convey the important speech and spirit of the plenary session of General Secretary Xi Jinping at the 20th Fourth Plenary Session of the Party, research deployment and implementation.

All agreed that we should deeply understand the decisive meaning of "two established", resolutely do "two maintenance", effectively unify ideas and actions into the spirit of the plenary, firmly develop historical initiative spirit, uphold innovation, do-it-yourself responsibility, a blueprint to paint in the end, in the construction of power and national renewal new journey.

Beijing Central Axis complete elements successfully, the Great Wall conservation utilization achieved results, three cultural belts lead systematic protection of cultural heritage, and the construction of the museum city has remarkable achievements.

Beijing Antiquities Bureau Chief Zhang Lixin said that in the next five years, Beijing antiquities workers will focus on key links, deepen reform and innovation, practice the work requirements of conservation first, strengthen management, dig value, effectively use and make cultural relics live.

Hebei Province cultural heritage development "15th Five-Year Plan" and "15th Five-Year Plan" will be prepared in high-quality preparation of the "15th Five-Year Plan" for the development of cultural relics career in Hebei Province, and jointly promote the fourth national cultural census, "Red Mountain social civilization process", Xingtai Shang Dynasty archaeology, urban archaeology and other key projects.

Ding Xinquan, Vice Minister of Culture and Tourism Department of Jiangxi Province, said that Jiangxi Heritage System will firmly carry the new era cultural mission, act quickly, take learning propaganda and implement the spirit of the plenary as a major political task in the current and future period.

Ding Xinquan introduced that Jiangxi will focus on three aspects, one is to improve the institutional mechanism, accelerate the improvement of the grand protection pattern of cultural heritage, establish the institutional mechanism of unified supervision of cultural heritage, improve the coordination mechanism of cultural heritage conservation and inheritance work of historical buildings and management system of cultural heritage preservation.

Chongqing Antiquities Bureau will deeply learn to implement the spirit of the plenary, follow up on the important discourses of General Secretary Xi Jinping on antiquities work and seriously plan for the development of cultural relics throughout the city in the next five years. The head of the Chongqing Antiquities Bureau said that it should adhere to the first protection, focus on systematic conservation of red rock revolutionary artifacts, bigfoot stone carvings, three gorges artifacts and war artifacts.

The first is to deepen archaeological research and implement the "Great Archaeology of Plateau" project, relying on unique cultural resources, deep excavation and dissemination of cultural symbols and cultural images shared by the Chinese people. The second is to promote the utilization of cultural relics, promote the deep integration of cultural relics with cultural heritage, improve the quality efficiency of museum construction, build a themed tour of Tibetan antiquities.

"Shaanxi will take the spirit of the 20th Fourth Plenary Session of the Party as a programme of action through the whole process of development of cultural relics in Shaanxi Province, and continue to work hard to reverse the grand conservation pattern, broaden the big archaeological ideas, and open the big transformation path. The third is deeply integrated into co-building the "Belt and Road", actively undertakes national antiquities aid works, strengthens joint archaeological and monument restoration cooperation with Central Asian countries, continuously launches boutique outreach of Shaanxi characteristics, Chinese expression, and international influence.

Gansu Provincial Antiquities System continues to use the "five-learning linkage" mechanism, organizes the original original and comprehensive system of learning to understand the spirit of the plenary, accurately grasping the rich connotations and core principles of the plenary.

Gansu Provincial Department of Antiquities Director Feng Jian said, “The 15th Five-Year Plan” is a comprehensive plan for the development of cultural relics in Gansu Province. It takes extraordinary measures to ensure that 26 indicators meet expectations, 38 important tasks are completed on schedule and successfully conclude the 14th Five-Year Plan.
